Burnsville Development Roundup: What's Building, Approved, and Proposed
Burnsville is busy. We pulled the city's development map and sorted every commercial and industrial project by where it stands.
There's a lot, so here are the highlights that actually matter to you, grouped by status. (We skipped the routine industrial permits like open-storage lots and parking-lot tweaks.)
TLDR
A new Kwik Trip with a car wash is approved for the long-empty corner of Highway 13 and Diffley.
Chick-fil-A on County Road 42 is adding a second drive-thru lane.
Costco is reworking its fuel station and parking.
Big Hits at the Gateway, a huge driving-range-and-pickleball complex, is approved by the city but tangled in a Superfund cleanup fight.
A wave of cannabis businesses (five of them) is moving through the city.
Burnsville Center is being reinvented with an Asian market, a food hall, and a skatepark.
One of the state's only carbon-removal plants (Carba) is approved on Cliff Road.

Under Construction
Chick-fil-A at 1200 Co Rd 42 W is expanding from one drive-thru lane to two, plus a new canopy, to handle its lines.
Aurora Two Drive-Thrus is a new 5,100-square-foot retail building with two tenant spaces and two drive-thru lanes at 1501 Co Rd 42 W, just east of Cafe Zuppa's.
Pacifica Square at 901 County Road 42 W is part of a bigger makeover at Burnsville Center, which is bringing Enson Market (an Asian supermarket) and the Ate Ate Ate food hall to the mall. On top of that, the mall's indoor skatepark, SkaterApolis, got approved to add an outdoor skatepark by the old JCPenney.
Hounds Town, a commercial dog kennel and daycare, is coming to 12255 Nicollet Ave S.
And the City Hall campus at 100 Civic Center Parkway is being remodeled and expanded. (Also in the works: a batch of industrial permits, including new open-storage lots and a bus-garage expansion at the MVTA.)
Approved
Kwik Trip is the big one. A new 9,175-square-foot convenience store with 20 fueling stalls and a car wash is approved for 3433 Highway 13 E, the long-vacant corner at Highway 13 and Diffley. We dug into the new Kwik Trip on its own.
Big Hits at the Gateway at 11937 I-35W is a proposed multi-sport "eatertainment" complex, a Topgolf-style driving range, pickleball, and an event center. The city approved it, but it sits on the Freeway Dump Superfund site and the state is suing over the cleanup, so it's not being built yet. Here's the full Big Hits story.
Costco at 911 140th St W got approval to relocate its fuel station and add about 3.8 acres of new parking.
Burnsville Toyota at 14730 Buck Hill Rd is approved for a taller building and an accessory car wash.
Carba is the most unusual approval on the map, a first-of-its-kind carbon-removal plant on Cliff Road West. It heats waste wood into biochar to lock carbon away for centuries, and Microsoft is buying the credits.
And the old Hampton Inn at 14400 Nicollet Court is being converted into a long-term care facility.
Cannabis Is Coming to Burnsville
Worth its own note: five cannabis businesses are moving through the city, most along Highway 13. Approved so far are Cannabis Connoisseur (cultivation and manufacturing) and Chillwater Cannabis Shop (retail, in the former American Freight) at 3200 Highway 13 W, plus Community Garden at the old Burnsville Rifle & Pistol Range on Ewing Ave, and Great Northern Greens on Riverwood Drive. Blue Fire Brands on Sheridan Ave is proposed. Most are "microbusinesses" that grow, make, and sell on site.
Proposed
Boeser Automotive wants to replace the old Shell gas station and bait shop at 14801 Co Rd 5 with a new auto-repair shop.
Recently Completed
Element Indoor Golf, an indoor golf spot with a full bar and kitchen, opened in the Burnhaven Drive shopping center at 14314 Burnhaven Dr.
And a new drive-thru coffee shop was approved at 12901 Aldrich Ave S.
The Bottom Line
A lot of Burnsville's action is clustered around County Road 42 and Highway 13. To track any project yourself, the city keeps a live Development Project Finder map.
