Lakeville Is Rebuilding Dodd Boulevard in 2027 & Staff Is Planning a Full Closure

If Dodd Boulevard is part of your daily drive, 2027 is the year to plan around. Lakeville is rebuilding the corridor north of 210th Street, and City Engineer Zach Johnson told the council Tuesday night, Sept. 8, that the plan is to close it and get it done in one season rather than stretch the work out.

A note on what's confirmed and what isn't, because this project's details are still moving: the project limits and general schedule come from published city and regional documents. The closure approach, the design specifics, and the event coordination all come from Johnson's presentation to the council. Those are real, but they're the current plan as described out loud — not final published detour maps.

Where exactly the work happens

This is the part most likely to confuse people, so it's worth being precise.

Grant descriptions and the city's own project page describe this project as 210th Street to County Road 50 — County Road 50 being Kenwood Trail, at roughly 202nd Street. That's the framing most residents have seen.

The September 8 draft capital improvement plan lists it slightly differently: as "CSAH 9 Modernization," running from 210th Street to Heritage Drive. Dodd Boulevard is County State Aid Highway 9. Heritage Drive sits farther north than County Road 50, so the CIP version of the project extends past the intersection rather than ending at it. The County Road 50 intersection and its new roundabout are included either way.

What's getting built

Johnson said the project is at about 60% design and walked the council through the layout. These elements came from his presentation Tuesday, not from the written packet.

A pedestrian underpass. A tunnel goes under Dodd to carry the Lake Marion Greenway trail across without anyone crossing traffic. That greenway is the trail connection running from downtown Lakeville out to Ritter Farm Park, and the city has been building it in pieces.

A roundabout at 207th Street and Dodd. Johnson said this came out of resident feedback about getting in and out of Antlers Park and downtown. "This'll provide some good continuity between there."

A roundabout at Dodd and County Road 50. The traffic signal there has aged out. Johnson described the replacement as a hybrid — "a two versus one" — rather than a full two-lane roundabout like the one at 50 and 60. He said it should work better for the businesses on the northwest and northeast corners, who currently struggle with left turns and deliveries.

Johnson also mentioned the project team is working through the rail crossing on that corridor.

How long it's closed — and what's still unsettled

Here's where the sourcing matters.

Published schedules put construction at roughly May 1 through the end of November 2027. Regional project materials also reference closures and detours, plus a public open house on phasing expected between fall 2026 and spring 2027.

At Tuesday's work session, Johnson described it more bluntly: start around April or May, full corridor closure, done in one construction season by October.

Those aren't contradictory so much as differently precise. Treat the season as roughly May into late fall, and treat "closed the whole time" as the approach staff is planning rather than a published guarantee. Detour routes have not been released.

Mayor Luke Hellier asked the question everyone in Lakeville was thinking: what about downtown access during Pan-O-Prog?

"That is part of our conversation," Johnson said. "There will be openings. We'll coordinate with the police." He said staff has also been working with the school district on bus routes, and noted the city normally avoids closures during the school year — but the size of this project makes that impossible.

The city has been collecting resident input on the corridor throughout design. With plans at 60%, specific detour routes and event access arrangements aren't final. Johnson promised the council an update as design finishes.

Then it happens again in 2028

Phase two extends the same treatment on Dodd from 210th to 215th in 2028.

And Dodd isn't done after that. The 2029 plan includes improvements at Dodd and 194th and Dodd and 190th.

Dodd is one of Lakeville's main north-south routes, and the city is essentially modernizing the whole corridor over four years.

What else is happening on Lakeville roads in 2027

Dodd is the headline, but it's not alone. The 2027 draft plan also includes:

205th Street, west city limits to I-35. Rehabilitation plus a possible widening to add a roadway shoulder. Johnson flagged heavy commercial traffic as a safety concern there. The legislature funded the Local Road Improvement Program this session, and Lakeville is applying for that money to cover the safety piece.

Cedar Avenue mill and overlay, a Dakota County federal-aid project on the northern segment. MnDOT's statewide roadwork map is a good place to track how it overlaps with state projects. If you've been following what's planned along the Cedar corridor, this is the road piece.

Two new traffic signals — one at Kenyon Avenue, accelerated ahead of the I-35 interchange project with Dakota County's help, and one at Glacier Way. Both go in early to give drivers alternatives before interchange construction starts in 2029.

Plus the city's annual pavement management program, which grinds through street rehab across the city every year.

The Bottom Line

Nothing was voted on Tuesday — this was part of a work session on the draft five-year capital plan. The Planning Commission reviews it Sept. 17 and the council votes on adoption in October.

But the Dodd project is past the "maybe" stage. It's at 60% design with construction roughly eight months out.

The practical move right now is to watch for the phasing open house. Regional materials point to one between fall 2026 and spring 2027, and that's where actual detour routes get shown to the public. If you live off Dodd or use it to get downtown, that's the meeting to attend.
