Apple Valley is finally getting its own 7 Brew, and it opens June 22. But before you celebrate your new coffee fix, know this: the city spent a good chunk of its June 11 council meeting planning for the traffic. They've seen what this drive-thru does to a neighborhood.

The council approved a temporary outdoor event permit for the grand opening. It comes with a detailed traffic plan — and some nervous neighbors.

What the council approved

The permit covers 7 Brew's grand-opening events from June 19 through July 5. Here's the rundown: a "Caffeine for a Cause" fundraiser June 19–21, the first official opening day on June 22, and a Swag Day on June 27.

This is the second 7 Brew in the Twin Cities metro. The building got its site and permit approval back in July 2025, and now it's ready to roll. The council passed the permit unanimously — but only after a real conversation about cars.

Why everyone's a little nervous

If you want to know why the city is being so careful, look north to Vadnais Heights. That spot was the first 7 Brew in the Twin Cities, and when it opened in April, traffic backed up onto a county road for more than half a mile. People waited in line for close to an hour. It's rumored to be the busiest 7 Brew in the country.

That's the kind of thing nobody wants on Pilot Knob Road. Normally a permit like this is routine and lands on the consent agenda. The city pulled it onto the regular agenda on purpose, so neighbors could be heard.

The Apple Valley stand is part of a much bigger 7 Brew push — the chain plans more than 60 metro locations by 2030. We covered this one back when its building got craned into place.

The neighbors' concerns

Two businesses sit right next to the new 7 Brew: a McDonald's and Chafin Vet, a veterinary hospital at 15420 English Ave.

The McDonald's owner showed up in person. Her worry: there's a tight bend right where cars turn in, and not much room. She drove it a few times herself trying to picture how two lanes — one for 7 Brew, one for the other businesses — could work without somebody getting blocked.

Chafin Vet couldn't make it. One of the owners, Dr. Laurel Chafin, was headed into emergency surgery, so she sent an email that the mayor read out loud. Her clinic runs on appointments, and she's worried about pets and clients stuck in a coffee line just trying to reach the vet. She said she called 25 other locations near 7 Brews and heard the same story — blocked access and lost business. Sharing one lane between 7 Brew and McDonald's, she wrote, "seems like it would not work."

7 Brew's plan

7 Brew's rep, Tim, said they take this seriously and learned a lot from the Vadnais Heights opening. His promises:

  • All cars stay queued inside the lot — no lining up on the street.

  • An upper-level manager, not a barista, will direct traffic, in reflective gear.

  • He'll be on-site himself through opening weekend.

  • They pulled back a lot of free promos to keep the crowds from blowing up like Vadnais Heights did.

About those other 25 locations? "We are better operators," he said. He's also talking with the nearby HealthPartners clinic about sharing some parking, and won't offer walk-up service until things calm down.

The site's three lanes get reconfigured for the event: two lanes in, one out, with a dedicated path so vet and McDonald's customers can still get through. An off-duty officer will help pulse the cars.

The Bottom Line

The permit passed, but it's tied to a final traffic plan that the city engineer still has to sign off on. 7 Brew pays for all of it — not the city. And if July 5 comes and traffic's still a mess, the city can extend the controls or even look at re-striping the road later.

Mayor Clint Hooppaw summed up the hope: "The rising tide should lift everybody, but we got to get through the opening." If you're grabbing a drink that first week, be patient and follow the cones. If you're just trying to reach McDonald's or the vet, the city says there's a dedicated lane for you. This is the same Pilot Knob corridor already dealing with County Road 42 construction, so plan a little extra time.
